The February
meeting of the Henry Board of Trustees was held on February 11, 2006 at 8:00
a.m. at the Finance Office. President
Gordon Van Sickle called the meeting to order with Trustees Don Larson and
Peggy Bastian and Finance Office Judy Kos.
The minutes of the last meeting were read and were
approved as read by motion of Bastian and second of Larson. The January liquor profit was $857.41 and
the lottery profit was $124.72.
Motion by Bastian and seconded by Larson to pay the
following claims:
General Fund: Watertown Public Opinion, proc. 76.35;
Practical Solutions, web page, September through February 300.00, Dacotah Insurance,
2006 policy, 6,363.00; Anderson Construction, pushing dump back 250.00 and
gravel, 97.50; Office Systems, minute book, 116.21; American Legion, flag,
23.00; Dacotah Bank, loan, 1,623.08; Northwestern, street lights, 640.63 and
municipal building, 111.20; Judy Kos, salary, 632.62; Rick Walford, salary and
expense, 142.35 and GS Sanitation, 1,080.00
Water Fund: Dept. of Revenue, copper and iron
testing, 147.00; Forest Excavating, water repairs, 6,363.00; Clark Rural Water,
January, 1,568.25 and Joel Montgomery, salary, 92.35.
Liquor Fund: Sodak, 1,302.65; Johnson Brothers,
1,067.80; Carlson Dist. 1,395.35 and Ellwein Brothers, 4,656.05.
Sewer Fund: Dacotah Insurance, 460.00; Northwestern,
electricity, 76.29 and Darwin Krueger, salary, 184.70.
Motion by Larson and seconded by Bastian to transfer
$14,890.28 from liquor fund to general fund.
Discussion was held on the $6700.00 due from an
operating agreement holder. Motion by Larson and seconded by Bastian to contact
our attorney in regard to what action can be taken and to take such action.
Motion carried.
Finance Officer was instructed to make water shut
off letters more implicit. The trustees agreed that:
1.
Failure to acknowledge letter would result in turn
off.
2.
Partial payment would not be accepted.
3.
Deposit must be made.
The ice damage expense that may possibly be paid by
FEMA was discussed. President Van
Sickle voiced disappointment in the total funding and will be contacting county
and state managers to see if more funding may be made available.
Trustee Larson reported that he had visited with
Rick Small of Codington County Highway Department in regard to sealing the city
streets. Small stated that the bid
given last year still stands and that he would add a bid for tarring the Cedar
Street.
The next meeting will be March 6th.
